New insurance legislation 'needs to be reviewed'

The Continuous Insurance Enforcement legislation should be reviewed in order to reduce the burden on van leasing companies.
This is according to the British Vehicle Rental and Leasing Association's legal and policy director Jay Parmar.
He claimed the government's approach is "scattergun" and although it has "great intentions" the legislation needs to be more targeted.
"All [the government] is doing is creating bureaucracy and paperwork by holding our members where there's a commercial agreement in place with the individual to be held responsible for insuring the vehicle," Mr Parmar stated.
It was suggested that the legislation may not have made much of a difference in reducing uninsured driving as the police force already has the means to check number plates and seize vehicles via the Motor Insurance Database.
The Continuous Insurance Enforcement scheme will see individuals prosecuted if they ignore reminders that their insurance has expired and their vehicle is not declared as being off the road.
